It's free, I use them to monitor all my sites (I set up the monitors to check the site every 1 or 2 hours, that's enough for my needs).
It gives you nice reports including average response time, and sends you an email when your host is down.
With such a tool, I found out that my own site and one of my customer's site, both made with CMSMS and both hosted with the same company, had totally different response times (probably because they were on different machines).

If you use their results to compare different hosts in different countries, don't forget to take the "travel time" into account ! That means that for me (I'm in Luxembourg) a simple ping to New York host will usually take nearly 200ms, while a host in California will use 300ms, and a French host would take only 60ms.

So take a fast host that's far from your readers, makes little sense. You will lose in packet travel time part of the speed of your host !</description>
